Steps: |
Cut out the center of the large paper plate, leaving the outside rim about two inches wide. |
Using the black construction paper wrap around so both ends meet on the construction paper. Secure with stapler, glue, or tape. (if you do not have 10 x 13 size, use two pieces and staple together) |
Apply glue onto rim of the paper plate and place construction paper so it is sticking upright from the rim. |
Using the crepe paper, wrap around the bottom of the construction paper closest to paper plate rim (It works best going around at least twice). Using a small dab of glue, secure the end of the crepe paper onto the construction paper. |
Cut out square from aluminum foil. Cut smaller square inside to form the buckle. Apply small amount of glue onto crepe paper and place buckle in center of hat. |
Using another piece of construction paper cut circle big enough to fit in center of hat. Place in hole of hat to form the top. |
Using about a 4" piece of construction paper fold in half. Apply glue to both sides of tab. One end should be on the inside of the hat, the other on the top part. Make a total of 4 tabs and place on four sides of hat (this will secure top of hat onto the main part). If the construction paper is not very heavy, the extra pieces of the plate will work well also. |
